The Global People Operations team strives to create and deliver a seamless and positive employee experience across the entire employee lifecycle. The People Operations team is seeking a Director, Contingent Workforce to lead the evolution of our overall global Contingent Workforce team which supports all of Facebook. The Head of CW will be a relationship builder and change agent responsible for leading a team of approximately 10 full-time employees that focus on partnering with Facebook orgs to proactively support all Contingent Worker needs, oversee and are accountable for the successful performance of our Contingent Workforce processes including our MSP/VMS relationships, and partner with internal stakeholders on policy, budgeting, forecasting, supplier management, sourcing, and escalations. The ideal candidate is both a strategic thinker who understands risk management, a relationship builder and change agent. DIRECTOR, CONTINGENT WORKFORCE RESPONSIBILITIES

  • Develop, audit, and govern Facebook’s global contingent workforce strategy, policies and processes to meet and anticipate the needs of our business

  • Proactively engage with internal business partners and external suppliers to address contingent workforce questions, issues, and needs and implement programs to address

  • Oversee operational processes for sourcing, interviewing, contracting, onboarding and monitoring of contingent workers and vendor partners through our MSP model as well as SOW engagements

  • Develop a robust reporting and analytics capability to help drive key insights and decision making to support our contingent workforce program

  • Implement, monitor, and oversee key supporting infrastructure (systems and policies) and related key performance indicators (KPIs) for various contingent workforce operational processes (both internal as well as with our MSP)

  • Engage with business stakeholders to support their people resource needs & partner to determine appropriate use of FTE, Contractors, SOW, and BPO solutions

  • Develop and monitor a global value proposition including standards, pay and benefits for our diverse contingent workforce’s needs consistent with Facebook’s mission and values and develop a proactive communications plan to support it

  • Build forecasting models for various contingent workforce types in conjunction with HR, Finance and business stakeholders

  • Identification, implementation, and oversight of global Contingent Workforce programs in multiple sites

MINIMUM QUALIFICATIONS

  • 15+ years experience in leading Contingent Workforce, Managed Service Provider (MSP) operations or client leadership, Professional Services Category Management/Sourcing, or Recruiting Operations

  • 10+ years of direct people leadership experience

  • 10+ years experience in the engagement processes (sourcing, contracting, onboarding, escalation management) for temp workers, contractors, consultants, outsourced workers, and other SOW workers

  • Experience with Vendor Management Systems offerings such as Wand, FieldGlass, Beeline

  • Experience with Managed Service Provider offerings and/or outsourced services procurement

PREFERRED QUALIFICATIONS

  • 5+ years base level experience, directly or indirectly, with international labor laws

  • Experience leading people managers

  • Certified Contingent Workforce Professional (CCWP) MBA or other advanced degree

  • Lean or Six Sigma experience

  • Experience developing risk frameworks

  • Experience working with or in support of diverse communities
